Consultancies (GMCs) and Extrastate Governance

Large global management consultancies (GMCs) are prominent actors in contemporary governance. Their global authority, technical expertise, and political networks give them profound influence over economic and social life. Our project examines this influence by studying the work of the ‘Big Four’ GMCs (Deloitte, KPMG, PWC and EY) in Aotearoa. We ask what they do, how and to what effect.

Large global management consultancies (GMCs) are prominent actors in contemporary governance. They provide organisational models, strategic advice, and ‘thought leadership’ for states and corporations. Their global authority, technical expertise, and political networks give them profound influence over economic and social life. Yet little is known about how GMCs actually operate, what they do, or the full extent of their influence. We explore the role they play in a knowledge infrastructure that stitches together contemporary governance across public-private divides. Our project examines the work of the ‘Big Four’ GMCs (Deloitte, KPMG, PWC and EY) in Aotearoa. We ask what they do and how they inform and enable contemporary governance, influence policy and economy, and imagineer national futures. The research involves analysis of Big Four activities in key futures-oriented sectors: education, corporate social responsibility, Māori economy, and Covid-recovery. We aim to produce the first systematic examination of consultancies in Aotearoa, advance theories of contemporary governance, and consider alternative approaches to producing governmental knowledge. With Aotearoa developing wide-ranging Te Tiriti led co-governance reforms and rebooting its economy post-Covid, the research is timely and promises to make original contributions to the international literature.
